Given the current international situation, the constant quantitative growth and scope of our activity plays an important role in the formation of a mass participation system. Preliminary conclusions are disappointing: the existing theory unequivocally defines each participant both capable of making his own decisions regarding both self -sufficient and apparently dependent conceptual decisions.
